Introduction

ELAN (European Library Associations Network) is a four-year EU-funded project (2025-2028) that strengthens library associations across Europe in four key areas: democracy building, sustainability, digital transformation, and cultural diplomacy.

The webinars will be hosted live and recorded for later dissemination. Each webinar runs for 60-90 minutes, and all four must take place before 17 March 2026 .

This call is only for the facilitation of the webinars. A separate call for the technical production is posted here .

Scope of work & technical requirements

The service provider will design and deliver four high-quality, informative webinars on sustainability and libraries, with special focus on GreenComp. This includes:

• Preparing content for each webinar
• Collaborating with the technical producer to develop the script/flow
• Sharing expertise and facilitating participant engagement during the live sessions

Each webinar is 60-90 minutes; all four must take place before 17 March 2026.

Deliverables

• Brief concept note for each webinar
• Presentation slides (if used)
• Short post-event summary

Timeline

• Proposal submission: 5 December 2025
• Selection: 12 December 2025
• Delivery of webinars: no later than 17 March 2026

Budget

The total budget for preparing and facilitating the four webinars is €2,000 , inclusive of all taxes and fees.

Eligibility & selection criteria

Mandatory requirements

• Proven experience in webinar or video production
• Fluency in English (working language of the project)
• Legally established in an EU Member State or associated country

Evaluation criteria (Total: 100 points)

Interested candidates must submit the following:

1. A short technical proposal explaining how the requirements will be met
2. A financial proposal (fixed price, inclusive of all taxes and fees)
3. A CV or company profile showcasing relevant experience
