Trade Compliance Manager

Introduction

OMRON is seeking a highly motivated Trade Compliance Manager to join the Trade Compliance department.

As Trade Compliance Manager, you will lead the Trade Compliance Center of Excellence within OMRON for the EMEA region. You will provide a centralized knowledge base on trade law; develop appropriate policies and procedures for those aspects of the customs and trade law which impact the company and keep them up to date in line with changes in the law. And support OMRON EMEA Business Companies in ensuring business continuity in a compliant manner.

OMRON's EMEA Trade Compliance team is located at its European Headquarters in Hoofddorp, The Netherlands. A dedicated team supports different Omron businesses consisting of more than 40 entities and branches in Europe, The Middle East, and Africa.

As Trade Compliance Manager, your responsibilities will be as below.

Governance & compliance responsibilities:

  • Responsible for maintaining up to date and implementation of the following regional group rules: Customs Compliance.
  • Offer trainings with regard to Omron Group Rules (OGR).
  • Create/revise/update standard operating procedures ("SoP") to formalize the process for customs compliance related activities.
  • Ensure proper escalation and follow up of compliance incidents (in line with the OGR's, including yet not limited to the OGR for Integrated Risk and Compliance Management).
  • Embed trade compliance in business processes within EMEA region where OMRON conducts operations.
  • Ensure continuous monitoring of level of fulfillment of OGRs and relevant business processes in business practice (see below processes in scope)
  1. Screening of parties
  2. Customs Clearance
  3. Product Classification
  4. Trade Compliance data maintenance
  5. Maintenance of trade certifications
  • Monitoring of the changes in trade compliance regulations and law; inform timely business companies about upcoming changes, assess their impact; coordinate timely implementation in BCs.
  • Monitor changes in customs tariff and inform BC about required adjustments.
  • Investigate opportunities of duty savings thanks to application of FTA, where possible.
  • Support for BCs in escalation of product regulatory compliance issues.
  • Responsible for contributing and execution of trade compliance activities to the Annual Compliance Plan to be developed by the Legal and Trade Compliance Manager EMEA.
  • Support the SAP project team for timely implementation.

Advisory tasks

  • Advisory for BCs in complex trade matters.
  • Decision about involving external consultancy.
  • Provide input/specifications for IT, based on changes of processes caused by changes in global economy (e.g. Brexit), new trade requirements, structural improvements.

Strategy

  • Link with various global functions related to the global trade compliance projects and the Annual Compliance Plan to be developed by the Legal and Trade Compliance Manager EMEA and as part of the Global Export Office.
  • Sound knowledge of the company's business, in order to be able to identify red flags in operations, and to prevent violations of customs regulations.

Required education, knowledge and experience

  • Bachelor or Master degree, Logistics, Commerce, Business Administration or similar.
  • At least 5 to 7 years working (hands-on) experience in the export control or similar function related to logistics, customs and/or legal compliance.
  • Experience in implementing and maintaining International Trade and Customs Regulations and trade compliance programs.
  • Good knowledge and experience with Union Customs Code, EAR regulation and EU dual use regulation (428/2009.))
  • Proven experience and knowledge of US embargoed counties, EU sanctions, shipments to Russia and MENA countries (Middle East and North Africa.))
  • Extensive experience with EU export, TARIC classification and country of origin determination.
  • Familiarity with the ERP system, Trade compliance management systems.
  • Familiarity with freight forwarder operations.
  • Knowledge and experience on transport of dangerous goods is a pre.
  • Professional proficiency in English language, Dutch language is a pre.
  • Excellent report writing, presentation and communication skills (the ability to present trade compliance concepts in a technical environment and to persons at all levels - internal management, operations, customers and suppliers)
  • Strong ownership, leadership to drive for results and change if needed.
  • Strong understanding of supply chain, IT and business operations
  • Strong, critical thinking skills, ability to quickly see upstream/downstream impact and risk points.
  • Ability to work in multi-cultural environment.
  • Pro-active, self-starter, flexible, pragmatic.
  • Excellent knowledge of Office 365
  • Ability to multi-task and prioritize, with excellent time management skills
  • Ability to think strategically, and to interpret and act upon complex or ambiguous issues, in both the immediate and broader context.
