Do you want to use your legal expertise for a socially relevant sector?

As a Strategic Advisor for Employment Conditions & Policy in Primary Education (po) at the AObBased in Utrecht and with a national scope, you will work at the intersection of employment law, collective bargaining agreements, and education policy. This role is known within the organization as a sector manager. You will provide direction for the sector's policy. The daily manager is the face of the sector to the outside world. Within the national primary education sector, you will work on policy, combining legal expertise with strategic insight and representing the interests of our members, including at the national collective bargaining table.

What are you going to do?

In this role, you'll work with the member of the executive board of the primary education sector. You'll be responsible for policy within the national primary education sector, including employment conditions, educational content, and labor market policy. You'll coordinate this process and act as the link between the association's active members and colleagues in the work organization. You'll negotiate the collective labor agreement (CLA) together with the relevant member of our executive board. You'll be familiar with all the intricacies, coordinate with other unions, and be the driving force. You'll:

  • provides solicited and unsolicited advice to the member of the executive board of your sector;

  • participates in collective labor agreement negotiations and administrative consultations and represents the organization externally;

  • writes policy documents, advice, reports and notes for decision-making;

  • identifies and analyses developments in education and the labor market and translates these into concrete policy proposals or actions;

  • are responsible for drawing up the annual sector plan with themes focused on member recruitment, retention and service provision;

  • coordinates and organizes policy processes and ensures support among members and colleagues;

  • are a source of information and sparring partner for the regional managers;

  • contributes to information, workshops and (training) courses;

  • maintains a broad network of internal and external partners, such as educational institutions, umbrella organizations, other unions, political and social organizations.

Who are you?

You are an experienced professional who combines legal expertise with strategic insight. You will bring the following:

  • a completed university degree in Dutch law (preferably employment law);

  • demonstrable experience with collective labor agreement law, employment conditions or collective advocacy;

  • experience in a political-administrative and/or social context;

  • strategic insight and a sense of administrative relationships;

  • strong oral and written communication skills;

  • the ability to represent interests and negotiate in complex environments;

  • affinity with primary education.

  • Salary from €5.349 to €7.214 gross per month (scale IX) for 35 hours per week;

  • 8,33% holiday allowance;

  • 8,33% year-end bonus;

  • Excellent pension scheme at PFZW (75% employer contribution);

  • €480 gross per year health insurance allowance (full-time);

  • Hybrid working with €2,40 home-working allowance per agreed home-working day;

  • Home workstation on loan (furniture, large screen, mouse and keyboard);

  • Laptop and telephone (also for private use);

  • Lease arrangement or public transport business card;

  • On a full-time basis, you receive 196 vacation hours per year, 32 hours of life-phase leave (LFBP), and the opportunity to accrue 15 ATV days. Additional holidays are on May 1st, May 5th, and Good Friday.

  • Flexible employment conditions, such as buying or selling leave, bicycle arrangements, fitness facilities, and reimbursement of union dues.
